As to what proportion of users/machines would be cut off, we don't care about the exact number. It was already established that the number is an unacceptable amount. The real question is, how much of a performance advantage do modern machines get from running things built for such a baseline. If there is a significant advantage, then it becomes worthwhile to explore methods to make relevant packages built to such a baseline available in standard Fedora. There have been various ideas on how to make them available without making them a required minimum, but all of them involve a non-trivial amount of work.
