Has anyone checked whether enabling fedora-cisco-openh264 by default
is going to leave fedora-review in a nonfunctional state?  See
https://bugzilla.redhat.com/show_bug.cgi?id=1350930 for some history.
It may be the same bug as 1768206, but it would be good to know
*before* fedora-review stops working.
