He's not saying their opinions or asks are invalid or are without some 
merit, just that one has to evaluate those asks *in some greater 
context* to determine if they should influence the final decision.

That "evaluation" and (even the "greater context") seems to have gone 
completely missing here, and no, whatever went on in a disused lavatory 
behind a sign that says "beware of leopard" doesn't count.
