I think that is the one that was why we went with a 'git forge' in the first place. It was a requirement for the previous move that anyone with a fedora account could create a pull request which could be looked at dealt with by either a package maintainer or a proven packager. 

A second one was that having an ability to merge and test pulls in an automated fashion
