While this is true in general, you need to take in to account that EPEL
is a separate product in Bugzilla and therefore it is possible to have
different defaults for EPEL bugs than for Fedora bugs.

I believe this is what pkgdb supported, separate EPEL and Fedora
defaults, not a more general per branch default.
