I disagree.
Especially with libraries - be it python, gems... it can be very well automated without the need for review.

Of course, you will hit some hard pieces which will require human intervention.
But it is big difference if you manually package 100 000 gems or if you automatically package 99 900 gems and manually
touch 100 gems.

I'd love to see this as part of packaging management (rpm?) too. But only as an option. It is hard to predict if those
ideas will be viable.
