Yes, this is indicated in the summary.

The 2nd full paragraph of the "detailed description" section describes
intended kernel function. What I don't say there, is that kernel folks
don't consider the oomkiller behavior to be broken, it's working
exactly as intended. It keeps the kernel alive. Its concern has
nothing to do with keeping user space responsive.
