I'd be more concerned about this if there were significant amounts of hardware without USB drives that had optical drives. I'd wager the reverse (Ultrabooks, any new laptop, NUCs etc) is the overwhelming majority. Not blocking for optical media install support seems fairly pragmatic to me.
