You're right, the page you link is targeted at existing maintainers.

The process for joining the group of package maintainers in the first
place is outlined on this aptly named wiki page:
https://fedoraproject.org/wiki/Join_the_package_collection_maintainers

It should pretty much cover everything you need to know.
