Well this looks like gstreamer 0.10. I'm really surprised we still have

Why not let it die? Whatever is using it surely needs to go.

I second to that. I think it's time to let gstreamer 0.10 get removed
from the distro.

What has happened here?

It seems GStreamer 0.10 has been removed from F31 prior to release, but
only partially, breaking dependencies, leaving behind packages that
cannot be installed. And packagers have not been warned/informed either.

gstreamer has once removed from distro due to FTBFS policy.
And perhaps it is found that this package was still needed
and the retirement got reverted,
and actually after that gstreamer-0.10.36-24.fc31 was rebuild:

gstreamer-plugins-base was the same: it got removed due to FTBFS policy,
and retirement was reverted. What is interesting is that
when rebuilding gstreamer-plugins-base-0.10.36-24.fc31 (after retirement
revert),   gstreamer-0.10.36-18.fc27 from F27 (!) was used according to
root.log:

Then gstreamer-plugins-base-0.10.36-24.fc31 was submitted to bodhi, however
it seems submitting gstreamer-0.10.36-24.fc31 was forgotton.
