recent mesa + libglvnd rawhide updates broke ... something?

Hi everybody,

It looks like the recent shuffling around of header / pkgconfig / etc.
files between mesa and libglvnd introduced some regressions. At least
a few packages are failing to build in rawhide since those changes
were made, including mutter (probably that's important?) and mutter328
(the 3.28 compat package of mutter), which fail with the following
error:

./cogl/cogl/winsys/cogl-winsys-egl.c:900:17: error:
'EGL_WAYLAND_BUFFER_WL' undeclared (first use in this function)

Other packages also have started to FTBFS with the same issue (or
similar issues, but I'm not sure those have the same root cause),
including mir and wlc.

Maybe somebody who knows this stuff should check it out?
