1. Preventing the creation of new default streams. Use the non-modular
   branches instead.
AND THEN
2. Retiring all existing default streams, merging them back into the
   non-modular branches (unless those are actually still maintained and
   better/newer for the package at hand, then the default stream can just be
   dropped in favor of the existing non-modular version).
