Asking here is OK, but you are more likely to get action if you open a
ticket asking for an update at
https://bugzilla.redhat.com
I checked koji, and it looks like it won't be in F31, but there are
several updated versions for rawhide, the future F32, the latest
being version 68.2.  I'm not sure why this is, perhaps there is a
feature it requires that won't arrive until F32.  The F32 keys
should be in F31 (there was some discussion about that happening), so
you could try downloading that package for your arch, and installing it
manually in F31 using
dnf -C update icecat
in the directory where the downloaded rpm is.

You'll probably want to download the icecat-x11 package as well, and
install them together.
dnf -C update icecat icecat-x11
