No; name calling, harassment, and intimidation are not welcome or allowed.
I'm not sure what other incidents you're referring to, and I'm directly
opposed to the suggestion that our code of conduct is "ridiculous", but it
doesn't really matter: the negative behaviors you note are full-stop
unwelcome. If you have a code of conduct issue to raise, please follow the
process outlined at https://docs.fedoraproject.org/en-US/project/code-of-conduct/
.

All such reports _are_ dealt with, with considerable thought and effort.
