We had Java in Fedora long before modules, but not having a Java module would certainly be the case in that scenario, and that'd be fine. We've been able to install multiple different Java versions on the same Fedora install for some time now, something which is not possible with modules.

You can argue that that's a good thing. Mikolaj wouldn't have gotten half
the abuse he got for being the last remaining member of the Java SIG and
we wouldn't have crazy conspiracies accussing people of moving packages
to module-only because $REASON but having a Java module is better than
not having one.
