I'm quite certain that forbidding people to move to module-only would mean that we would not only not have a Java stack in Fedora but also no Java module too. You can argue that that's a good thing. Mikolaj wouldn't have gotten half the abuse he got for being the last remaining member of the Java SIG and we wouldn't have crazy conspiracies accussing people of moving packages to module-only because $REASON but having a Java module is better than not having one.
