Maybe someone with so much free time on their hands could maintain
such a kernel in Fedora by applying downstream packages of such a
distro.

That person'd need to find a distribution that goes at least as fast
Fedora when it comes to upgrading kernel packages... I very much doubt
we'll find one we could rely on.
