So most of the failures boil down, I think, to one bug: gnome-initial-
setup isn't working. We've had various incarnations of this problem in
rapid succession lately, but I've failed this latest one as
https://bugzilla.redhat.com/show_bug.cgi?id=1746563 . It's failing all
the Workstation and Silverblue default install tests, and I think it's
also causing various of the failed tests under 'universal' (all the
language tests and the Workstation upgrade tests), because they're also
failing at a point where g-i-s ought to run but isn't showing up; it
seems likely it's all the same bug.

There are a few other issues. One is that the F31 desktop backgrounds
aren't done yet, and we have some tests checking that now. The others
are some issues with module defaults:
