I imagine this could cause some issues for e.g. generic tests that test everything in -testing in one go, instead of just one particular NVR, for performance reasons (like rpmdeplint). Or perhaps for tests that try to push changes in some batches ("every 30 minutes create a batch of everything proposed in -testing, test it and push to stable together). But this is just brainstorming, it depends very much on implementation details and particular use cases. Something to be aware of.
