FWIW:

SuSE has abandoned patch-rpms. They now (IIRC, since SuSE-9.2), use
delta-rpms (cf. ftp://ftp.suse.com/suse/i386/update/9.2/deltas).

Both, patch- and delta- rpms are reported to be usable with apt.
