Orphaning 13 packages

Hi,

I'm orphaning packages which I used to maintain in my spare time. I do
not have enough time and motivation these days/months/years to
continue maintaining them:

- libeio - https://src.fedoraproject.org/rpms/libeio
- ncbi-blast+ - https://src.fedoraproject.org/rpms/ncbi-blast+
- python-restauth - https://src.fedoraproject.org/rpms/python-restauth
- python-restauth-common -
https://src.fedoraproject.org/rpms/python-restauth-common
- restauth - https://src.fedoraproject.org/rpms/restauth
- rinetd - https://src.fedoraproject.org/rpms/rinetd
- rubygem-passenger - https://src.fedoraproject.org/rpms/rubygem-passenger
- swift - https://src.fedoraproject.org/rpms/swift

I'm also going to remove myself as "maintainer" for "passenger" and
"python-mimeparse", but for these packages, there are co-maintainers,
so I'm going to ask them first before orphaning.
