Thanks for the clarification. So the mass rebuild effectively waives all previous gating failures. I don't think there's a good choice here, either approach has its problems. 8-/ Maybe in the future, perhaps we should do the mass rebuild, tag it in, and then re-run all gating tests to see what kind of regressions there are?
