I got pinged on IRC and got help from besser82 which when combined with what I've heard from churchyard in the past and the commits that Vit cited made it make sense. I've submitted a PR https://pagure.io/packaging-committee/pull-request/910 to the Packaging Guide to try and help anyone who follows me.
