You can add a line like the following:
user --groups=wheel --name=myuser --password=""
That should create a user with no password.

I did not have a problem with this in F29. I was not asked for the password. Something changed with regard to permissions in F30 and I am trying to find out what/or how to set the password.

I don't see anything in the kickstart files that would change that, but maybe if you can login as a different user, you can look around and see what's happened. Or you could mount the live filesystem and see if you can find something.
