Right now yum.repos.d should be understood by "yum or compatible" repository definitions. I'm totally against using /etc/distro.repos.d as such. Now if we can have a way to distribute default distro repos in /usr/lib/distro.repos.d/fedora.repo and to be able to override some options in /etc/distro.repos.d/fedora.repo such as (1). Then it might be interresting behavior change.
