Updating fedora-repos and fedora-repos-rawhide together with fedora-gpg-keys to this specific version makes F30 from Rawhide by disabling the "rawhide" repo (and enabling the fedora repo, which should not be problem at all). Then all the packages from F30 are taken including fedora-release, which then make F30 from Rawhide.
