I've just seen that tracker-miners and gstreamer(1)-plugins-bad-free are 
not broken by the retirement of libiptcdata, so it seems the only 
package that really requires it is Rawtherapee.

I've filled a request upstream [1] to ask if they would consider 
dropping libiptcdata in favour of just using Exiv2...
