That's the usual case. In this package, it FTBFS and the maintainer agreed to retire it entirely as long as nothing depends on it. I did just that.

I made a mistake, apparently. Sorry about that.

I've used dnf repoquery to check what requires python2-libiptcdata, instead of checking what requires libiptcdata.

That would be:

 * rawtherapee
 * tracker-miners
 * gstreamer(1)-plugins-bad-free

So apparently, I broke this. My apologies, this was an accident.
