That's unlikely. You should see a message about boinc-client.service
being restarted whenever you install an new version of boinc-client.rpm.
If not, something is wrong.

As other people already said, this creates /etc/systemd/system/boinc-client.service
and is to be used by a local administrator to create overrides.
You shouldn't use this during packaging at all.
