There are two mutually opposed sides here. The users need to consider how they might be attacked by Fedora infrastructure or by people with access to the information collected by Fedora infrastructure. And Fedora needs to be concerned about people supplying bogus data to their logging related to getting data on system counts. So it is useful to consider what might be done with data available to Fedora infrastructure even if that isn't the plan.
