Well, let me re-phrase: such a thing is technically possible, but Miro can't just go ahead and do it. It'd have to be implemented by infra or whoever's ultimately in charge of the git hooks in package Pagure. For something which we just absolutely never want to allow any more this could potentially be simple and work OK, but I think it'd be rather tricky for anything where we *do* want to allow exceptions.
