Anyone know why this was orphaned? There doesn't seem to be any

s3cmd orphan 0 weeks ago

Is there any need for s3cmd with awscli available and supported?

That is a good question, which I haven't really looked at in detail, I just know that I use it a bit in various scripts, etc, and it is still supported upstream with recent changes.

Since the swap from s3cmd to awscli isn't a straight drop-in replacement, I suspect there are probably a few similar to me who won't change over for a while, if ever.
