Would you mind filing the bugzilla report to control-center
component with steps to reproduce, mention the printer connection
type, model of the printer, mention the fact the installation
works through CUPS web api and some other info mentioned in
https://fedoraproject.org/wiki/How_to_debug_printing_problems
(f.e. cups logs from journal are the most important).

If the printer is usb or it is in the same network as your
PC, then you should see it in CUPS web api when you try to add
new printer (on localhost:631, when cups.service is running -
tab Administration, 'Add new printer').
If you can add printer through CUPS web api, then the issue
will be in gnome-control-center.
