In Discourse you have two options:

1. Quote the whole post: first hit reply, then click on the bubble icon to quote the whole post you are replying to.

2. Quote part of the message: select the text you want to quote with the mouse and a Quote button will pop up; click on it and you are ready to reply.

BTW, Hyperkitty doesn't have the partial quoting feature AFAICT.
