I haven't been able to figure out what your problem is with this. Do you think that "occasionally" is incorrect and it will be "usually"? Or you just think that the filelists should never be downloaded? I think that if all the typically used packages on Fedora don't trigger the filelist download, that's a huge improvement. I'm not really concerned if you add a 3rd-party repo and end up downloading the filelists because of that. I don't see how you can avoid downloading them in those cases.
