Orphan Hoard (a memory allocator) again in Fedora

Hoard, a memory allocator, fails to build in Fedora for a
long time.

I posted about this over a year ago:

at which time the upstream owner claimed they would become a packager
and fix it.  However that didn't happen, so I'm really going to orphan
it now, and recommend that it is retired asap.
