I think that error message is probably correct. Tilde expansion is a
shell feature, and shouldn't be expected to work if the pathname isn't
processed by a shell.

Unless Fedpkg promises shell-like expansion features, that pathname truly is invalid.
I don't know why you didn't have this problem earlier. Perhaps it
worked by accident before because a shell was invoked somewhere in the
process?

Having established that it was the Koji config (see other mail), perhaps Koji (or some underlying library) supported expansions of config file values at some point? (Perhaps unintentionally). Agree that it's somewhat unexpected though, both that it worked for 10+ years, and that it stopped working...
