My repoquery was bad. There are more packages in F27/F28 that may need
to be rebuilt with the fixed libidn:

finch-2.13.0-1.fc27
libpurple-2.13.0-1.fc27
mcabber-1.1.0-1.fc27
pidgin-2.13.0-1.fc27

finch-2.13.0-1.fc28
libgs-9.23-2.fc28
libpurple-2.13.0-1.fc28

mcabber-1.1.0-1.fc28
