Legitimate answer: Those are the CTAN TeX components that either include
(or are entirely) compiled binaries, and their immediate dependencies.
It also happens to be the bare minimum environment for texlive. The
binaries generated from the master source, but the surrounding TeX files
(and docs) come from those other tarballs.

I assure you, I have many many issues with the way that texlive upstream
handles themselves, but it is what it is.
