This discussion is, but that was my first thought too; see
https://github.com/projectatomic/rpm-ostree/issues/1127

I actually started writing just a little bit of code for it; I don't really
have anything to show yet, but if I do I'll post it.  It will clearly complement zsync
or similar by being a lot less data to sync.

(I think it's a lot more practical than anything requiring changes to librepo today anyways)
