FWIW, everything that gutenprint links against, and everything they pull 
in, appears to be compatible with the notion "treat Gutenprint as 
GPLv3+" for purposes of linking against libcups.

...Assuming the Fedora 26 rpm database's license tags are accurate. :)

(I can't speak for things that link against gutenprint itself)

So far, the concensus is that this doesn't appear to matter today 
(thanks to the ability to implicitly promote the GPLv2+ to v3) but it 
interferes with future plans.  It's still being discussed.
