I've just started:
https://fedoraproject.org/wiki/Changes/OpenBLAS_as_default_BLAS
It looks like only 34 packages are affected. Help is welcome.

We probably also need to add something to the Packaging Guidelines
to ensure new packages use OpenBLAS by default.
