In fact it isn't, the requirements are functional, not linked to implementation details: we require that graphical installs boot to a working desktop, we don't get into the details of what the display server should be. In any case, I rather doubt this is a general issue. I rebooted this system 8 days ago and it's certainly running Wayland. I just booted up the RC-1.4 Workstation live in a VM, and it's running Wayland.
