Not that it matters at all, but those old WebKitGTK+ packages would automagically build without CairoGL if it's not present. In modern WebKitGTK+ it has to be requested explicitly.

Does this sound like a reasonable plan? Does this sound like a "self-
contained" change?

To my knowledge, Debian alone still has CairoGL disabled. All other major distros enable it, but it's pretty clear at this point that the API is not going anywhere anytime soon. It would be better for Fedora to disable it for now, to ensure applications do not start to require it.
