Well, it's not quite that clear cut. Even if we ignore the Final freeze
which just kicked in (a significant version update would not be a great
candidate for a freeze exception, in most cases), consider the updates
policy during the 'Beta to Pre Release' period (which is after the Beta
is released but before the Final freeze kicks in):
