I think we should look at this from a different angle. I think we
should split them out where the languages are large _or_ the packages
are likely to go in release artifacts where size is at a premium:
Atomic Host, Container Base Image, and the Live images. If it's only a
few K and isn't used in a size-important case, skip it.
