amdgpu xorg driver not installed by default

Amdgpu has been available since Fedora 24 but the Xorg driver is (still) not installed by default on Fedora 25 nor on Rawhide, yet AFAIK it is required to do anything meaningful with the newer AMD cards.

Looking at Rawhide's mesa-vulkan-drivers shows that it now provides the radeon vulkan driver. I think it would make sense to also install the amdgpu Xorg driver by default so that people with newer AMD cards get the expected out-of-the-box experience.

Is there a reason the xorg-x11-drv-amdgpu package is not installed by default?
