It was later than that - between RHEL 5 (based on FC 6) and RHEL 6
(based on F 12/13).

However, this is another case where sudo having a different PATH than
the normal shell comes into play as an irritant... installing modules
(or gems, etc.) that include executables puts them in /usr/local/bin,
which works from the shell but not sudo.
