Tracker processes call sched_setscheduler/ioprio/nice to lower their priorities to a minimum, that's as educated as you can get from userspace. And anyway... tracker-miner-fs sits idle 99% of the time, every activity is punctual and finite, but of course dependent on your own activity in the inspected folders.
