On the host, yes.  But the intent is to move most code into containers,
and use yum/dnf inside the container.

We'll implement this at some point, it's a pain point
for us too.

All of that said, as far as I know we are still producing
dnf based OpenStack images:

It might be that we're just not linking to them on the
website.
